I think its an inevitable consequence of wanting the best players to play in the best events. We all know how insular the majority of US tour pros are and so paying them for things like Shanghai, Dubai etc is probably the only way they'll be enticed to play. Many don't see the Open as a big deal anymore (which is sad) and use the British weather as a pretty thin excuse.
On the plus side, getting the best players to play around the world strengthens the European tour brand and to be honest is beginning to make the US tour look a less appealing option especially as the prizes around the globe get better and more ranking points become available. Yes you can make a significant living just playing the US tour but to become the best golfer you can be you need to be playing the best every week wherever that is. If sponsors are willing to pay to make that happen then I'm happy to sit and watch it
