Should any man be given more than one shot per hole?

Golf must be the only pastime that trys to have a level playing field, why? Why not have divisions like say footie. With promotions and demotions at seasons end?
 
The first line:

he 18 holes on a course are generally ranked according to how hard they are using the stroke index.

It says generally and goes on to say the even spread of the stroke index is the most important factor.

It then goes on to also say there are other facotrs
 
The problem with Stroke Index is that although they are supposed to spread the shots around and only take into account difficulty as an afterthought, they are , generally, distributed according to difficulty.
Right or wrong, I would guess, the majority of courses are SI'd according to difficulty.
This was covered in the Handicap Matters articles over the last few months.
Ours is.
SI 1 is the most tricky, closely followed by SI 2.

Where does that come from...?

It could happen that the 11 "most difficult holes" could be the holes 1 to 11 and you would have to give me 11 shots. Find the course and I'm up for it. (2 glasses of white and a bottle of red give me courage)

I would doubt there is a course out there set up like that.

As Imurg was alluding to, the general consensus of courses is that SI reflects difficulty first.

In theory I suppose it could but it would make a pretty boring last few holes....

As I said, whether it's right or wrong I'm willing to bet that the najority of clubs in this Country decide Stroke Index by difficulty.
Our par 3's are SI 15-18 except a 200 yarder that is SI 7.
It's the way it is.
 
I played with a few mates of mine once on a par 3 nine hole course. They got to SI 1 and didn't know what to do!

They didn't have a 1 iron between them!

SI = Suggested Iron


On the whole handicap debate though I do feel that giving people higher handicaps actually hinders a lot of golfer from improving and wanting to get better. You have to remember that on the face of it a handicapping system rewards bad golf (at any level) and the higher you make the top end the more you will be rewarding bad golf.
I really encourgae everyone to play the game but medal rounds following 40 handicappers who have a great day and shoot 27 over and win by a mile? Not for me thanks. I would guess that if they were having a bad day you might lose time on the course that you'll never get back. I don't want to encourage that.

Wrong again Ash - it is not the first criterion.

The first two criteria are:

Odds on one nine and evens on the other - with the odds on the longer nine.

An even spread throughout the 18 holes.
