Setting up a competition in ClubV1 with HI limits

I want to set up a singles medal with a HI limit of 26.9 (CH=30) but to allow players with a HI up to and including 35.9 (CH=40) to be able to enter but for players to be restricted to play off the HI limit of 26.9. I can't work out how to do this.....is it possible please?

IThe Competition Wizard software can only be set for the maximum HI of 26.9 or PH of 30. The restriction of not allowing anyone of a Hi greater than 35.9 to enter will need to be controlled manually through the Terms of Competition.
