The first thing you have to do is to check your Title Deeds, covenants often prohibit it.
The second thing is find out if you need planning permission.
The council will advise you if Council Tax is affected.

I would suggest use common sense.
If its a business that will impact on your neighbours then perhaps enquire with the council, but if it's a business that just needs say a small bedroom turned into an office, or a side hustle I wouldn't bother with the council.
Are we talking side hustle, VAT registration and or Ltd company?

I run two businesses from my home. Absolutely no effect on anything. (one is Ltd Co and the other sole trader, both VAT registered).
I only mention those scenarios as I would assume an accountant be involved and they would know a reasonable amount to put down as runnign costs for the home and everything;)
Obviously you don't need an accountant, but I know I get back/save more than my total yearly fees:)
