Although its frustrating, I support the OP's club in this decision. If the course cannot provide a respectable level of FAIR playing conditions why punish people with this.
We played East Sussex at the end of Feb and due to the weather in the previous weeks the rough was very wet. The issue was undulating fairways meant one side of the rough could be very soft and boggy, while the other side would be relatively dry.
It was decided by who ever at the club that any ball in the rough to be marked, lifted, cleaned and dropped within one club length in any rough area. They deemed it unfair for a ball to miss left as an example and be lying ok, yet miss by the same margin right and be in a bog!
