Our club still have preferred lies as the course took a hammering from the rain it is drying out great but what I'm getting at is should they be cutting handicaps when preferred lies are still in place fairways only

As per other thread, no reason that preferred lies means a comp has to be non-qualifying, we play qualifying comps all through the winter with preferred lies in place. Only become non qualifying if they alter the course (usually shortening it by more than 100yds)

It could still be a qualifying round, they just adjust the standard scratch.

I won our March medal (41 points) with preferred lies and because there were some mats (2) still in place, the CSS was altered to suit the conditions and I wasn't cut as much.

Outside the period 1st October to 30th April, you cannot play qualifiers with Preferred Lies in force unless the County Union has granted permission to do so and a Local Rule has been introduced following the granting of that permission.

Something new I've learnt today. Thanks rosecott. I love this place

Thanks for that Rosecott, something I didnt know (and yet another rule I think is illogical lol, club should either be allowed to declare preferred lies or not imo, shouldnt change the rule based on time of year for me)

Here's another one. Fundy mentioned that shortening the course by more than 100 yards renders the comp non-qualifying. Not quite. If the course is shortened/lengthened by between 100 and 300 yards, you can still play qualifiers but SSS has to be decreased/increased by 1.

That's not actually strictly true, SSS isn't altred because of preferred lies, it could be altered due to the length of the course

I imagine that the County Unions would look kindly on applications to allow Preferred Lies given the amount of atrocious weather we've had lately.

I agree, but it just seems that the application is an unnecessary process, why should a club be allowed to decide on its own for 30th April but have to formally request it for 1st May, just think its a confusing rule that doesnt need to be so

That was what I was referring to but I quoted his whole post. The mats made our course shorter and they altered the SSS accordingly.

Interesting..... does that apply equally in Scotland, do you know?

Fairly sure it does. There are a few minor differences in the national versions of the CONGU handicap manual but I don't think that one changes from country to country.

In response to Fundy's point in #10, I think CONGU's rationale is that golf was originally meant for the ball to be "played as it lies" and that the "preferred lies" concession was just that - a concession that was strictly defined and controlled.

It does indeed, so someone at the club has to make a phone call prior to a weekend comp to have this in place. Weekly occurrence over the last few weeks I'd imagine ;)
Not at all, we're a parkland course that have played it down all year. We are considering asking permission for our upcoming Open in mid-August, but certainly so far there's been no need to use preffered lies in Aberdeenshire.
