Now I am Totally Confused by CSS

I thought that this was meant to be an indicator of how hard a course is playing on a given day. Assumed it was some form of average of the scores in a competition so expected it to be higher yesterday given the conditions.

Just checked the results for the comp yesterday, 3 scores net under par, 4 scores at level par (70)which left 40 odd scores over par. The CSS remained at 80% of the field score over par, surely the CSS should be over 70. Can anyone explain?
 
It's nothing to day with par, it's related to SSS. I don't know the exact calculation but it is something to do with the percentage of players in each category excluding cat4 that are in the buffer as compared to SSS. Then you have to apply the percentages to a table issued by CONGU.
 
The CSS calculation is based on the proportion of Cat 1, 2 and 3 players (up to 20 handicap) who have scored SSS + 2 or better.
