As both a club and county volunteer, I am both glad and disappointed by his rule change. From my own clubs point of view it gave us the ability to use MLR E3 on a one off basis if mud balls are expected at short notice (although we have never used it). From a county prospective I have, on my travels playing in the region of 30 diiferent courses both inside and out my county, found it extremly disapointing to find that many clubs have used this rule simply because some fairways have become a little hard and compacted. Such conditions are not unusual for a British Summer and do not make acceptable scoring not possible.
That’s the biggest issue imo

There will be many clubs that have put the LR in place when it’s been needed and then removed when not , and some clubs will have just kept them on
The first step should have been more information and education towards those or clubs about the ruling instead of just blanket removing the rule
We are now going to have issues where there is huge storms over night , the course needs the LR for the weekend but they won’t be able to put it because they need to ask permission and they can’t go that at 6:30 in the morning
It has worked well over the previous umpteen years so I don’t think it is going to be an issue reverting to the former way of working going forward. The reason for th change was not down to 24 hour availability not being in place. In all the time that I have been involved it has never cropped up as a problem.I've no dog in this but your last sentence is pretty key
Unless 'county ' is available for approx 12hrs a day 7 days a week, then aren't they unable to fulfil their remit as part of a timely and effective process?

How did clubs cope previously?So how will it work for the example given
With the rulings change the course manager or greenkeeper etc was able to apply the LR on a Saturday morning after a heavy storm overnight - happened beginning of September as a perfect example
So now they won’t be able to able the LR at 6:30 in morning to ensure the course is fair

Clubs played comps and scored entered on courses not fit for qualification, some may have made their course Non Q as well to ensure scores wouldn’t be put in
EG put a rule in place to try and help encourage more people to put scores etc

This trial has not worked so we are merely reverting back to the previous well worn protocol. EG have tried to make more and more rounds acceptable for handicapvia introduction of the App, rating of shorter winter courses etc. but this was a step to far. I”m slightly surprised by the indignation of some.
Why? What has changed “now” from October to April?Any time there are any weather issues outside April until October people just won’t bother putting in scores now when they know the course won’t be great

Ours came through today. Prompted by the horrible weather we're currently having.Yes got an email today telling us it’s PL until 1 st May.
No, of course not, far too busy being arrogant, self important and pompous and ignoring all requests and communications from members and clubs, whilst spending all the high undeserved wages.Also did the counties communicate to clubs on the correct method to using the LR and did they attempt to educate the clubs that counties believed weren’t implementing the rule correctly
