It’s September and there has been a huge storm - how long do you expect the county to decide if a club can go to preffered lies -

Simple - exactly as they have done for the past 20/30 years with the exception of 1/5/25 - 30/9/25. I don’t seem to remember huge problems and issues. We got through it perfectly well, mainly because it almost never happened. There was no groundswell of clubs demanding a change due to the problems they had,
Usually if such dramatic things happen comps are cancelled or there is no one from the Committee present prior to the first tee time to have to make the decision or the forecast is so bad that you can make plans the day before etc. etc.
The most occurrences are clubs deciding due to poor winters making decisions in early May as what to do. A time when they need, and ask for, advice from people who have experience of what else is happening locally and are able to receive support for deceisions they need or can be given options to make things better for their members. Counsel that is almost always gratefully received and considered helpful, in my experience.
 
While I see the need to make this change back I do have some sympathy for Wedge's point. Would it not be a reasonable compromise to allow clubs to use MLR-3 for single days, provided the area authority were informed. That way use of it outside May-September could be reasonably be monitored.

I’m sure this is something that could be arranged between a club and the County. As long as it is clear that the club is aware of its options, understands the parameters and is clear/timely with communication with its members, these sorts of one off, last minute situations can be done with an agreed protocol.
We have a similar thing with clubs on one off issues with individual tee sets being, for unavoidable, temporary (on the day) issues, more or less than 10 yards from the fixed marker.
The most important thing is that the decision is taken based on the correct information and a known protocol, not as seems to have happened this year in this regard incorrectly and randomly.
 
Interestingly Newport sent an email out yesterday saying winter tees from Monday to end of March and fairway mats from start of Nov to end of March.

Nothing about weather dependence etc. I guess it's easy enough to flex if conditions allow, but that struck me as throwing in the towel and saying "this course is only open fully for half the year." Something to think about when the demand for subs arrives.

Is it rated from the winter tees or is there no GP cards in these dates ?

Any club can decide which model local rules that they wish to have in force.

This issue is about having them in force and allowing acceptable (qualifying) scores or not.

Why would preferred lies being on for adverse weather or poor quality of fairways due to said adverse conditions ever be deemed as unacceptable ?

Not being flippant genuine question as someone who doesn’t really think too much about this sort of stuff šŸ˜‚
