Adherence to drink drive laws and public safety of course are infinitely more important than self indulgence in booze so I think people just need to make decisions in advance, either arrange a car share or get their partners to drop off and collect them if they want a post round drink or two, if not then accept you are not drinking at all. Having one drink up here is borderline over the limit for many people I think. Before the change 1 pint was ok but not now, if the change saves only one life however it's worth it.
No doubting it really is a nice feeling to sit down with a beer after 18 holes, especially if it's hot and recall the round highlights and lowlights with your playing partners, congratulating and commiserating with others as they come in, it's quite a social thing on a comp day and not a poor reflection of our cultural habits etc imo. Soft drinks or coffees whilst pleasant enough just dont work the same way or hit the same spot after a game, a coffee beforehand maybe. It is awkward and seen as almost rude to disappear off home without sharing a drink with pp's after a game so this social side to golf is affected by changing legal levels of alcohol. Not saying that's a good or bad thing, just a change that people need to adjust to and have done by and large. Golf clubs need to adjust their other income stream rates to compensate if the loss of bar take is significant.
