New Rules 2019 - Out of Bounds

The one rule that really helps speed up play and a small group of people at CONGU decide it's not worthy of consideration. Shame the R&A didn't just make it a proper rule and not a LR option.

As I have said previously and Colin has already remarked on - the Pros have the same rules as us. Can you see it being used in the Pro game if it was a rule of golf rather than a LR?
 
I think the rules can be confusing enough for the average golfer and to introduce a local rule whereby you can't use it for Qualifiers won't help matters and is a wrong move imo, I was in two minds about the rule change and some at my club thought it was a step to far and on reflection I tend to agree with them.

I would imagine most society/ bounce games wouldn't walk back to the tee for a o/b or lost ball but continue with a drop and penalty of their choosing, consequently speeding up play, so has this rule been introduced for a problem that's not really there? and at the same time causing confusion for some players that will play a bounce game under one rule one day and a different rule in a qualifying competition the next day.

The players who who currently do their own thing in bounce games have to remember in competition play to play a provisional/ take stroke and distance; next year they will use this LR if its in place in all their non-qualifying golf and have to remember to play a provisional/ take stroke and distance in qualifiers. I'm not seeing the difference.

Don't get me wrong, though. I'm not happy (that's an understatement) about what CONGU has done but we have to live with it for the moment. What I'm not prepared to do is to allow CONGU to dictate what we do regarding all the other types of golf.

I can understand what you are saying but the crux of the matter is there are a great many golfers that have a limited knowledge of the rules and to add another rule that could be misunderstood is not helpful imo.

What do you think the benefits of this new ruling will be? As I understand it its to help speed the game up, as I've said most players use this ruling when playing bounce games anyway, so I can't understand the logic in introducing a rule that is not needed imo and could lead to confusion and possible arguments about where to place the ball.
 
I am with Rlburnside on this one.

I think one of the main differences between club medal play and club swindles/roll ups is that where I play is that all of the latter are played as stableford format and I cannot think of a single instance in the latter that I have played in that any body has bothered to do the walk of shame.

Maybe when more players with higher handicaps start to take part that might change but at the moment they are always encouraged to play a provisional ball.

I’m happy with what Congu have done - I believe the rule introduced was a cop out for poor play and gave people a chance to move on past a hole they didn’t like instead of having the potential to be hitting provisionals. Anytime I have played it’s always been “ if you are unsure hit a provisional “ - I very rarely see people walking back to the tee both in social and Comp golf and the reason is - Because they hit a provisional. How often really do people hit a ball and think it’s fine but it’s lost ? Very rarely imo - and if they think there is a chance of it being OB or lost then why haven’t they hit a provisional ?

If this OB rule was that crucial then why not make it a ROG ? Why just a LR that clubs could put in if they so wish - they allowed the doubt

Congu have deemed it shouldn’t be allowed for Q comps and I agree with them - same with the flag in the hole

It’s all sanitising the game to try and make it quicker when it’s not the rules that slow the game down it’s the players

Haven’t read the updates, are you saying that leaving flag in is also going to be a local rule?

Leaving the flagstick in or not when playing from on the green will be the player's choice. The Rule (not a Local Rule) that explains what you can do with flagstick is 13.2. There will be no penalty for hitting an unattended flagstick.

Totally agree!!!! But the players don't want to admit it.
