Hopefully you can clarify this for me. Can this local rule be used in Club qualifying competitions? Everywhere I look I seem to find a different answer.

You have to have a local rule in place, otherwise you can't use the "rule", but if you do then you can in all events except elite events.There is a very long thread about this in the rules section but put simply CONGU say no if you want the competition to qualifying for handicap purposes.

If you have it in place when running handicap Q events they cease to be qualifying.
Equally you cannot return a supplemental card with the LR in place.

Yup, everyone thinks it's for competition play that I've talked with, must admit even I missed it. Thanks to those above for clarifying.This one is going to cause carnage. It has been put out as a change in rule, I have heard people talking about it as a change of rule but then it is not allowed in a Q comp.

Qualifying comps are a feature of CONGU not the golf rule makers. CONGU haven't even suggested a reason for their decision.There are enough new Rules coming in from 1/1/19.
This may sound simplistic but it is practical.
It cannot be in place for qualifying comps. nor elitist events.
I would scrap the whole of the intended new rule. The potential problems far outweigh any time saving gains.

For us it turned a possible issue into a complete non issue 'just like that'.
As we have a very significant proportion of our comps as stableford we won't be utilising the other potentially contentious competition option either.
Rules evening done, all LRs re-written, course changes agreed and I'm now working through the COC and reworking them into the required new wordings etc
But it will still be carnage in Jan!

Nor is anyone else outside GB & Ireland. That's a lot of golfers who are not affected.The new rules are both USGA and R&A rules. The USGA is not governed by CONGU for handicap purposes

The reference to wordings was more about the change from CoC to Terms of Competition.
