I think Bowring golf course came into being in 1912.

Maybe Queen's Park in Bournemouth?? Was opened in 1905. Wild guess as it's local and old!!

Good shout. Both Bowring Park, Liverpool, and Southport Links Golf Course, came into being in about 1912. Is there one earlier than Queens Park, Bournemouth?

Another one in Bournemouth is Meyrick Park. That was 1894. But no idea of its ownership now

This has to be the earliest. Just looked in a Golfer's Handbook and it says founded 1890.

No, it's a private members club, but in 1895 they played at the Church Farm course for a few years, then moved on. Church Farm is now a municipal. So, although it hasn't been a municipal for all it's history, it's a municipal now and has been around since at least 1895.
