and is not a number so vig is nearly right, it's just 'thousand', you've already eliminated 'one'

and I think you'll find that the whistle was in a stein and is of German origin, and anyway as you can't whistle with a dry mouth it is/was an invitation to a drink.

and, finally, I think 'mind your p's and q's' comes from the print trade and may have been 'mind your b's, d's, p's and q's'. When breaking down a type-set frame the individual letters have to be sorted and each pair of these could be confused.
