I’m only going off memory, someone else posted it ages ago and I saved the image, but I think it’s something like within 20 or 30 yards of the green but not in trouble e.g. in a bunker or hollow, so that you have a relatively straight forward chip at the pin. The inference being that you won’t take more than 3 to get down, and sometimes 2, just like if you had a long putt having made a true GIR but were still 50 feet away (your chip could be 10 feet sometimes).
I think it’s a better representation of the reality than GIR, which is more relevant to pros. That’s the idea anyway.
