Does the application of the above still allow comps to be qualifyers, seem to recall suggestions it may not do so. Any Club actually applied this and what is their opinion of its results ?

No where I've played has this rule in use. I have applied it my self a couple of times instead of walking back to the tee.
 
We use it at our club for regular play and post scores using it; our handicap authority recognizes it as an acceptable Local Rule.

that's interesting- would you mind advising which authority or if not confirm its not the Cheshire Union. tnks
 
It's really a good rule for crowded public courses.
Also for after work twilight leagues.

Central and Northern New England are on the very east end of the Eastern time Zone--should really be in the Atlantic Time Zone but want to stay in synch with New York.
Thus it gets dark early, even on Daylight Saving Time in the summer.

You can probably play until 9 or 10 PM in June and July, right?

I can also confirm that E-3 does not apply unless restricted to closely mown areas.
