leaves in bunkers

Meant to post this last week.
Our club made all bunkers GUR for couple of days because they were hard pressed to get them cleared of leaves,seemed a good idea at first .
However we have Stableford comp on Thursdays and I found myself raking around in one to find my ball and determine nearest point of relief, was I breaking the rule regarding not being allowed to move naturel items?
Move to Rules if necessary but thought it would get more attention on here.

Wouldn't of thought so if the bunker had been deemed GUR.

If you want a reply from the rules fans/experts, you better move this to the rules section or else they won't see it.
In the mean time, I'm sure I read that clubs can't make ALL bunkers GUR but that may have just been for flooding. The comp probably wouldn't be a qualifier if they did

Bunkers MUST be flooded or under repair.

No qualifier involved and unlikely to occur again until next autumn, trees almost bare now.
