Is Snow a loose impediment?

Looked at the definition for snow on page 142 being either a loose impediment or when on the ground, temporary water at your discretion.

Bearing the above in mind if there is snow on your line of putt on the green may it be removed?

Yes but with the proviso that you can't make a 'channel' to the hole.
See 8.1a(2) Actions not allowed
Move a loose impediment or movable obstruction into position (such as to build a stance or to improve the line of play).
