Interesting local rule

A friend took this picture at a very high profile course in Scotland a couple of weeks ago.

Says relief must be taken to protect the newly revetted face.

My questions are:

1. How should one take relief?
2. Is this a recognised local rule that any club could use?
3. Could a counting hcp score be submitted when this LR is in use?

Treat it as ground under repair, no play zone. Take relief according to Rule 16.1f.
While the "local rule" may not spell it out specifically, the situation is covered by 16.1f and is authorized.

Looks like GUR to me
I would go with NPZ

2.4 No Play Zones
A no play zone is a defined part of an abnormal course condition (see Rule 16.1f) or a penalty area (see Rule 17.1e) where play is not allowed.
A player must take relief when:• Their ball is in a no play zone, or• A no play zone interferes with their area of intended stance or area of intended swing in playing a ball outside the no play zone (see Rules 16.1f and 17.1e).

Not quite. If it were just GUR, the player could legitimately play the ball as it lies (and mess up the nice new turf/condition), much to the irritation of the committee/greenkeeping team. By making it GUR and a NPZ, the player must take relief, as specified in the Local Rule they should have carefully written and employed.

Little bit as per Ratness.

A player could put a foot in the GUR (potentially damaging the new turf) but his swing would not hit the turf therefore could ignore the notice or if it was GUR.
If it was NPZ they must take relief for stance.
 
I understand that people are being strict with the rules here, but I stick that GUR in this place is the same as a NPZ - any chimp that tries to play a shot on new turf and risk damaging the course is an idiot who shouldn’t be on a golf course.
