Exactly Delc... I think our handicap guy has misinterpreted the Congu guidelines. May sound like I am complaining but I have never shot less that 85 in my life lol

I think you're being very generous, it sounds to me more like your Handicap Sec has no idea what he's doing and has not read the CONGU guidelines at all.
