I'm about to be Clause 23'd...!

After a change of handicapping person at the club, the new guy has cottoned on to the good general play scores I've been putting in recently. Had a 75 for 40 points today and he asked for the card and also for any more I'd like taking into account - like the 66 and the 72 and the 74 I've had this month + a few similar from last month too....

So the cards are going in.

Apparently there's no limit to what they can cut me to except they can't cut me to Cat1 and it has to be a minimum of 1 shot so I'm expecting anywhere between 7.8 and 5.6!!

As it happens, I worked out what my handicap would be if every card went in this year and I came up with 5.3 .........
Obviously there's plenty of Yellow tee games in there but there's generally not much between our Whites and Yellows.

Unless its part of the clubs "annual review" or they were registered as "supplementary cards" due to lack of competition card, my understanding is that CONGU frown upon arbitary cuts and most club secretaries wont do it.

Dont get me wrong, I have had a good season and won one "gold letter" comp and are sitting in the top 6 of our "order of merit" and am totally pi**ed off that my handicap has barely reduced in a season, so would dearly love a rule 23 cut

Your new man needs, first of all, to understand what powers and reponsibilities come with the job. The vast majority of us want our handicaps to be as low as we can manage but the integrity of the handicap system - love it or loathe it - needs to be protected.
This is the official EGU guidance on Rule 23 General Play reviews:

Once the annual review has taken place handicaps should only be adjusted outside of qualifying competitions under General Play and only then under exceptional circumstances. In order to clarify the definition of Exceptional Circumstances the English Golf Union has identified that handicaps can only be adjusted under the following circumstances:
- Impaired golfing ability resulting from extended illness or injury.
- The need to correct a handicap that was allocated at an inappropriate level.
- The return of a series of good scores in Qualifying Competitions within a short timeframe by a hitherto infrequent competitor.
- A number of, probably three or more, good playing performances in Non Qualifying competitions (Better Ball and Singles match play events) by a player who otherwise may not participate with any regularity in Qualifying Competitions.
The EGU have also announced that scores returned in Mixed Foursomes, Society and Corporate events and social golf must not be used in the adjustment of a CONGU handicap.

I assume that you play regularly in qualifiers and that the cards you are talking about were in social golf. If that is the case, then your new man will be exceeding his powers.

I'm probablyy not going to make 10 qualifiers this year, more likely 7.....

It's not 'green eyed monster' syndrome that's the problem, the club has to administer handicaps according to the CONGU handicap system and it has to be done properly.

At this stage of the season, I'd be waiting until the Annual Review and then make adjustments accordingly at that time.

It's you - I certainly have no axe to grind and others who have posted are stressing that you can't play fast and loose with directives from the handicapping authority. They also stress that anyone like Imurg who wants to see his handicap reduced should be applauded.

I'd be interested to know what note was added to your handicap record to justify a 5 shot reduction. Was it all in one go?

Has to be done by 1st March. Our handicap committee meets regularly after that date and does make Clause 23 adjustments within the rules and directives of the EGU/CONGU. No complaints from players so far.

Mmmmm....don`t buy your reasoning!

If someone works hard and plays well, and then gets a chance for a big handicap cut, (by someone who you would like to think, would know what they are doing?) then to me that is a real plus, not something for people to be have a "dig" about, however it is dressed up!!!

But I am a "half full" type of guy

Isn't this where the club's h/cap sec has a little flexibility?
If he thinks that only 7 Q.Comps a year would be classed as irregular, then he could give the h/cap reduction the player has requested.
"MAY NOT" does not suggest "DOES NOT" to me.

So in some circumstances, someone CAN'T be cut off the yellows in friendlies but CAN be cut in singles match play.
How does that work please?


At the end of the day, the only person affected by a h/cap that is too low is the player him/herself.
If the players request is ignored and their h/cap is too high, it affects everyone who enters the comps.

The game is built on the 3 fundamentals, Honesty, integrity and courtesy.

Even when that system creates a playing field that isn't level?
In my opinion, that goes against the very values that Congu was set up to protect... to give everyone an equal chance.
