Errr......that doesn't say that the person who lifted it or moved it must be the one that replaces it Bob.
It says "the player, his partner OR the person who lifted it must place it on the spot"
Obviously I didn't mean some guy walking his dog but as far as I was concerned, anybody playing in your group can replace it.
