Hypothetical handicap question

If a person's physical condition changed permenantly (e.g loss of limb), could they be given a new handicap (no pun intended).It just seems unreasonable that a scratch handicapper would have to play 280 rounds to get to 28 in those circumstances.

Yes. There is a rule for this - don't know it off hand though.
