I thought previously (about 20 years ago) the ruling related to VAT on membership fees. I don't recall anything previously on green fees. I may be wrong though!

The problem is (or a loophole hmrc may try to exploit) that this money should really be going back to the visitors, not the clubs.

Can someone please clarify this? Is it referring to what we traditionally know as members'-owned clubs or privately owned clubs?
