You can get a pair of covers to retro fit on drive wheels or pull trolleys on Ebay. Only problem is they need to be screwed onto the wheels of powered buggies.
 
The issue I have at my club is they rope offf a lot of areas around the green in winter to direct traffic and trollies im particular. The problem is that because everyone is forced to go the same way it ends up creating a churned up path which then gets boggy and has no grass. I can see that in winter the approaches to the green and the area around the temps needs some sort of protection bute surely by letting golfers go their own way as they do in summer there would be less wear and tear. Surely the ball will dictate where you need to go anyway and rather tahn have to use these run off areas and then take a couple of clubs and a putter if you can take the trolly to the ball and then around the back of the green after you are actually saving undue wear.
 
The greens staff will argue that its easier for them to repair one churned up area than several worn soggy churned up areas.

As I say winter golf is about exercise for me. I'd hit balls in a field happily if it reduced the impact on the greens and tees all winter.
