Handicapping gurus....

I have a friend who is Irish and lives in Scotland. He has a membership here and put his cards in and got a handicap. Meanwhile he has kept his membership at his Irish club and plays when he goes home. If a medals on he plays in it and has a handicap there. So he has a handicap managed by SGU and one managed by the Irish Golf Union.

Is this correct? If not how should his handicap be managed with membership in different unions? Obviously different unions manage handicaps different so it's difficult to manage as one entity.

Any advice/guidance would be appreciated.
 
Believe he should have one HC managed by his home club but recognised by all Unions as it will be a Congu HC

All Congu HC are managed the same way regardless of Union with just the ESR being an issue for SGU

It should be a single handicap managed by his designated home club.

I do know someone who uses his lower handicap held elsewhere in the commonwealth when entering scratch open events as he comes higher in the ballot.
