My handicap went inactive from April 2019. I have decided not to join my club again this year. I was wondering what will happen with the new handicap system next year when I start to play again. I know little about this type of thing especially the new system. Do I simply enter 3 qualifying score and pick up where I left off?
 
You keep your CDH number for your lifetime so you need to give this to your new club or tell them you previous club. Currently you will need to submit 3 cards to get a handicap but the club should take note of any previous handicap held.

The new system (WHS) does not come in to effect until 2/11/2020 so if you have rejoined your club before then you will be allocated a handicap index on the standard basis which takes in to account all scores since 1st January 2018.

The more cards you get in after joining a club and before the WHS starts the better your handicap index will reflect your, then, current ability.

If as you say you will not join a club before the WHS starts the manual has not been issued yet but I would presume it would be the same afterwards i.e all your scores will decide your handicap index as it is not the club that decides your handicap index but your regional authority such as England Golf.
