Handicap change??

Plenty of clubs have handicap anomalies.. I know of 1 club that doesn't check the cards returned against the start list.. This means that if you have a bad round, but don't want your 0.1 back, then just don't hand in your card.. No check equals no .1... I suspect there are many that are run by well meaning people who don't always follow the set guidelines...
Think you've got it spot on, the only realistic thing to do is for each individual to check how their clubs want it doing and if it conflicts with the correct CONGU rules then it's the clubs issue and the members should not lose out.

I have no doubt they do mate and I expect there are worse things going on

there are mate... Having played at 3 different clubs in the last 5 years I know that there are issues all over the place.. In my experience, many of the issues stem from the fact that some individuals think they're above the guidelines..

And also thinking that something won't effect everyone.

I think that's were a lot of "issues" come from in regards rule breaks - a lot feel that it only affects their own score without understanding that it will also affect the rest of the field and indeed membership. Have had the same issue with someone recently who put in cards but didn't sign then book - asked him why he just didn't sign the book " well I wasn't sure if I was going to play well or not " - and the normal "my HC going down doesn't affect other"

Well I played today and yes I have been dropped to a 15 handicap,and played the comp today off the new 15 handicap and came in with 34points and this was in awful conditions wind and rain ect (I play at a links course)so maybe my shooting has improved and im sure this score today would have been a lot better in better conditions so it goes to show finally it's coming together.

Congrats and great score in those conditions.
 
Good luck for today mate, probably with hindsight it'll be easier to have ignored your good rounds, I'm off 13 and have regularly being playing to 8-9 this winter and like yourself we don't have qualifiers.
The season will sort your handicap out as conditions change, what were the Winter rules at your club? Our tee boxes change to mats and we tee up on the fairways and closely mown areas, so our members tend to shoot better scores in the winter.

Ive recently changed clubs from a parkland which was off winter mats and preffered lies so every comp was none handicap qualifiying.im now a member at a links and its off grass tee boxes and handicap qualifying ect

So the HC committee have cut you 5 shots based on that one scorecard from a knock up ?

Did they tell you why ?

Just looked at the website, looks superb, in my opinion it's the best form of golf and your game will undoubtably improve, enjoy.
