Not at all. MyEG can be accessed by anyone who has paid their affiliation fees (via club membership or through iGolf) or subscribed to iPlay.
There are also several methods of GP score certification and submission that don't require access to MyEG (e.g. using club ISV software via app or touchscreen; completing a physical scorecard that requires manual entry on WHS by handicap committee; etc.).
 
But surely the committee are okay with it being a member of a golf club or a member of iGolf, as per the screenshot I shared?
Perhaps, but EG have taken a step further than WHS. Some committees may not be aware that EG have a different requirement.

I think you are confusing the limitations of the (or any) app, with what is permitted by the rules and guidance.

I know an ex-referee who is no longer an active player or member of a golf club. He is often asked to mark cards for competitions and general play. If the player or player's club only have access to EG how does the player enter his legitimate marked score?

Surely every club has access to its own ISV software so can process physical cards via that?

Pretty much anyone can register for iPlay, and by doing so attest scores through MyEG for club members and iGolfers.
Players can also use the club's ISV software (IG, HDID, HM, GG, etc.). There are very few clubs without ISV software; and this option is also available to visitors if the host club hasn't disabled this functionality.
Scores can also be manually entered directly onto the player's handicap record by the handicap committee (or pro shop).
 
What I find odd about the EG rules re attester is that is not what we follow at our club if using the PSI screen to input a card.

As per Rosecott our requirement is that the person must be acceptable by the committee if they are not a member with a handicap. I have approved at least one person because she is a pro golfer and does not have EG membership or a handicap.

All clubs are required to have a computer ISV system so cards can be input via the club.
 
Eh? I put most of my rounds in to EG - particularly on away courses as I have a much better chance of getting my handicap lower (home course ratings are too low). The attesting bit on the app is just the admin really!
How are they too low?
