grounding the club in the hazard

pretty straight forward one this!


you are in the hazard but the ball is playable. there is wispy grass around the ball. are you allowed to put you club in through this grass to address the ball but not ground the club or do you have to make an exaggerated matt kutchar swipe at the ball?


I had this problem at hillside yesterday.

A.When the grass is compressed to the point where it will support the weight of the club (i.e., when the club is grounded).
 
I recently has an identical problem durring a works competition. I placed the club behind the ball touching the grass and all 3 off my pp said "penalty" i stuck to my guns and explained the rule but they was having none of it. Even in the club house later all 30 golfers said "penalty" it was good to see their faces when I called in the club pro to confirm the rule
