Decisions in Golf

Someone unofficial at my Golf Club tried to quote me Decisions on the Rules of Golf 19-1/1 Ball Deflected or Stopped by Outside Agency - Ball Deflected by Direction Post. I do not know where he got this from as it is a really old Decision because 19 is now Unplayable Ball and 11 is Ball in Motion.
Decisions in Golf are now called Clarifications within both the R&A and USGA Apps and I have highlighted this to him.
Was I correct in my thinking?

Yes.
There is a document cross referencing old Decisions with new Rules/Clarifications indicating if or how they have changed.

As it happens 19-1/1 has not changed and is now covered by Rule 11.1

No....but totally quoted an old decision.. but with the same outcome
