One of the principles of penalties is that in strokeplay the whole field is affected by your rules infraction, but in matchplay only your opponent is affected. Likewise, for a match where you are both playing at the same time, both have an equal chance of playing on the course beforehand, so that is allowed, whereas in a strokeplay event, early starters do not have the same chance as later starters, and in any case, the entire field would be unable to get out, hence it is prohibited.
