The one thing that confuses me on this, it's written that the Craw was on the practice ground; Was this within the grounds of the golf club or was this public park/field space? If the former then what was the dog owner doing walking the dog on golf club grounds? Unless of course there is a public right of way. If it is the latter then then the dog owner may have had a point.
Back to the practice, if on the golf course and the owner was walking the dog as it was a big open space, then the dog got its just deserts and the owner is a pillock. If however said practice area has a public right of way or the practice was happening on a public field, then the Craw should've waited for the area to clear.
Don't really matter in the public instance who was there first, a cleanly struck golf ball is a missile that could kill and a golfer knows that and has the responsibility to be careful and responsible for his/her actions.
I feel you frustration, but sometimes its better to wait, no matter whether the practice area is public or private.
