Course shorter by 100+ yds

We felt the course played a bit shorter on occasions and decided to do a rough measure by pacing out the distance from tee markers to the plates/stones.

We estimated that the course for the midweek comp on yellows was shortened by 245 yards!

This should have been a NQ.

Shouldn’t have to check what the green keepers are doing😡

Surely if it's less than 300 yards, just reduces SSS by 1 and it remains a QR.

Perhaps your green keepers have never been told about the CONGU handicapping system. I don't believe it is part of their training.
I wonder if your committee has ever thought to check or tell them.
Many courses still have a 'green keepers block' set 10 yards away from the measured block. Our green keepers are told if they move a tee more than ten yards forward/back, they must move another ten yards back/forward

Thanks I must admit some assumptions have been made about what the greenkeepers know and do.

So no more than 10 yds +\- from the stones? And even it out so that its no more than 100yds over the course distance?

The +/- 10 is only a guide. Generally normal placement cumulatively doesn't add up to 100 but it helps if an extreme placement is balanced by a contra.
Two further points to consider.
The white tees are often right at the back of the pad (because clubs are looking for an extra stroke on the SSS) which means that the course (ie those tees) is usually shorter than the rating.
The proximity of other tees may preclude the green keepers from moving tees too far in one direction or the other. We have an explicit instruction that men's tees must not be placed within half the (official measured) distance to the women's tees (red). And that the yellow tees on par 3s must not be more than half way to the whites.
