Having played both courses at Saunton many times the ratings look about right. The East is the tougher test of golf for the better player (hence it is used for championships) but is a bit wider off the tees and the West is a great test of golf too but is a bit fiddlier. I would expect the East to have a higher course rating but the West to have a higher slope as it has a lot of obstacles that catch bogey golfers.
As has been said above slope is a measure of relative difficulty not absolute.

Very much how I see the courses and that's why the West normally has one or maybe more card wreckers for me and much less likely on the East.
