Having been 'cut' twice in the last 3 years by 3 and 2 shots I have a sneaky feeling that it is the time of year when My name will be in prominence again.

I am mid 50's playing of 15 and our Course is 71 with SSS70.I have played in 15 qualifying Competions and my Net score throughout the year is 75.5. Played in 3 Stableford from which I amassed an average of 30 points and 4 4BBB Competions where I did not figure in the prizes. OVERALL A PRETTY BAD YEAR!Winnings £40!

I am aware of Appendix M and Clause 23 and should appreciate the experience of other members and what justifiacation the Handicap Committee have for a further reduction.

I do not want to stay at 15 handicap and I am sure birdieman will have a considered response

I find it unusual that anyone gets handicap cuts in winter at all. For us it is only handicap ups.
If your club is running handicaps through the Club2000 software at the start of the year the match and handicap sec. is prompted to carry out a year end analysis for the preceeding season (the computer does this for you) whereupon it decides which players handicaps should be increased, not decreased.
If you are scoring well in the season you will be cut each time you do well so should already have an accurate handicap, if however you are playing poorly you only go up 0.1 each game so if you have really gone off the boil you could have too low a handicap. In this situation you are not generally put up to higher handicap until this year end procedure.
From what you say I cannot see how you can be cut, looks like you should be a bit higher by your scoring.
