Here is an odd one, Conditions stated games had to be played as 3 balls maximum - yet a number of groups with the permission of a ctee member played as 4 balls- do their Cards still count or what happens ?
 
My view would be that their cards count. No Rule of Golf was broken and I would expect committee members to have the authority to amend CoC's as they are fit. Of course other committee members may disagree, in which case there could be implications for the committee member concerned, but not the competitors.
 
We had this arise some years ago where a 4 played and one of the 4 won the comp and some eejit complained. The decision was that they took his money in the pro shop and in equity he hadn't broken any rule of golf and the 3 ball CoC was only there to stop problems of slow play and bunching on the second 9 as we have a 2 tee start.

Assuming committee member was acting with the authority of the committee then I see no problem.
