Competition - Handicaps -affect index if most of the field return higher scores?

Hi Team,
Got my first competition this Sunday. Conditions have been and will be terrible. Ground is waterlogged, bunkers sodden and greens have not had any time to get to a decent standard. We are also off the white Mens tees and no doubt Mickey Mouse pin positions. With zero roll out from drives and uncut lush rough it's going to be a long tough day. Anyhow's, I was trying to find the information as to when the round becomes non qualifying as to the handicaps. Is it a certain percentage of the field who shoot over their index? As in most people will not be playing to their handicaps and will be several shots over. The competition will still stand as it is a team event so almost treat it like Matchplay and not worry about handicap too much. It was just a question of handicaps for the individuals.

If it is a qualifier (for handicaps), then it doesn't become a non-qualifier just because of bad weather. However, if a significantly higher than normal % of scores are poor, CSS becomes SSS+3 AND it will become reductions only. So, players will not get 0.1 back for playing badly. The exact % of scores can be found in CONGU Manual appendices, but I think if less than 6/7% of field (depending on Category Splits) play to buffer, it becomes reductions only.

CONGU rules (I see you are in France)

Generally Team comps and match play comps do not qualify for handicap purposes.

So would need more clarification as to what you mean.
 
Team of six players. Five best scores in stroke play. I imagine 2% will buffer, but maybe less such are the conditions. Just trying to find the exact rules in CONGU.......thanks in advance....

well...I have found the online appendix.......TBH don't really understand! All Cat 1 and 2 players if it helps.
In that table, first thing to do is work out the Cat 1,2,3,4 split in the field, and compare to first 3 columns. By sounds of it, you'll be looking for a row that is 0% 3&4.

Once you find correct row, the next 6 columns (Adjustments) represent the % of the field that play to buffer. So, for example, if 50% were Cat 1 and 50% Cat 2, then if 0-7% of field play to buffer, CSS becomes SSS+3 and reductions only. If 8-12% play to buffer, then CSS is still SSS+3, but it is no longer reductions only.

Are you actually playing in France. If so CONGU doesn't apply.
Otherwise, there are many parts of the country where weather related course conditions are consistently so poor during the winter that clubs play all competitions as non-qualifiers. Check if the committee have made such a declaration re the status.

Exactly. The course will not satisfy this CONGU requirement.
A Measured Course of an Affiliated Club the measured length of which has been certified in accordance with the requirements of Clause 11 and for which a Standard Scratch Score has been allocated by its Union.
