At my old club every employee had the same course access as members. It was a good perk of their otherwise quite poorly paid service industry or outdoor labouring jobs. They were employed by the golf course though, not the members' club, which is a separate entity, as is often the case at proprietary golf clubs.
It was none of the members' business what arrangement the owners had with their employees.
If it's a "proper" members club then presumably it's up to the committee elected by its members to decide what perks are offered to employees.
Having greens staff who get to play the course they look after and set up makes perfect sense to me.
