Cat 4 and CSS

No idea why they were excluded and I don't expect there to be too much of a difference tbh
 
Why were Cat 4 players' scores traditionally excluded from CSS calculations?

What effect will the new changes have?

I believe it was for 2 reasons...

1. Statistically, there was significantly more variance, which was deemed to create unacceptable distortion - not simply due to the conditions on the day.
2. 28 was (still is really) the max, so any one who was above this value, even if playing to their 'natural handicap or better', could well still be outside the buffer of a 28-capper, so inconsistency between clubs with varying proportions of these players would have CSS calc issues others might not - in a similar way that clubs with only a small number of Ladies could have CSS calc issues!

I have a vague recollection that it was something about the Cat 4 scores being more unpredictable and variable than the rest, but it may be a false memory.

I haven't noticed any effect on CSS from the inclusion of Cat4s in the calculation but I did notice that there were changes to the CSS tables with their inclusion.
