Why were Cat 4 players' scores traditionally excluded from CSS calculations?

I believe it was for 2 reasons...
1. Statistically, there was significantly more variance, which was deemed to create unacceptable distortion - not simply due to the conditions on the day.
2. 28 was (still is really) the max, so any one who was above this value, even if playing to their 'natural handicap or better', could well still be outside the buffer of a 28-capper, so inconsistency between clubs with varying proportions of these players would have CSS calc issues others might not - in a similar way that clubs with only a small number of Ladies could have CSS calc issues!
