Maybe it's an age thing but I thought that one of the tenets of the handicap system was that the handicaps of members of a club would be subject to peer review. If he never plays at his Home Club, how would that work?

Recognize that I am not governed by that handicapping authority and that my only evidence is reading blogs and posts about its “regulations†and their application. it seems to me that it’s very authoritarian, nearly “heavy-handedâ€. Of course, if that is what its members/supporters want, that’s fine. Just my two shillings worth.It's a regulatory body. By consent, it is the authority on handicapping. I've just given my opinion on the handicapping authority regulations and application of same (and previously indicated how I arrived at my opinion). We're not discussing the Rules of golf and their application.How can it do other than reinforce the regulations that all users have signed up to?
Would you suggest that the R&A or USGA give leave to ignore certain rules to clubs/players who purport to play by the rules?

You mention 'that' handicapping authority. Do you believe that other handicapping authorities are different? Yes, less prescriptive and less authoritarian.
Just review/evaluate the many discussions on handicapping on this site, at Golfwrx, iseekgolf, golfmagic - that's where my opinion comes from. YMMVI am pretty familiar with the major handicapping systems and see little difference in how prescriptive the regulations are.
In fact, except for slope CONGU, EGA and GA are virtually the same. The level of detail as to how they should be used is just as 'prescriptive' with the USGA.
How can the authorities not be authoritarian if users expect to have a level playing field?
Are you saying that some authorities say 'don't follow the rules if you don't want to'?
I can't see how a regulatory body cannot be authoritative.
Can you give example of a handicapping authority not applying its authority when it has a regulation/rule requiring a course of action or a specific example of your case?
