If it was - as I understand to be the case - the other player's caddy who spotted that an infringement was about to be made - is he allowed to tell the other player or his caddy of that?

So the other caddy or indeed anyone could have called out 'STOP - you are about to break a rule'

That's right - but if the player's at the top of his backswing letting him carry on may be the better option. If he carries on and makes the stroke he's got the penalty, plus if he hits a horror he gets the double whammy.
