Ball ID

Given that he appears to have wimped out....

Correct. Though 'deemed' is superfluous from a RofG perspective.

Though quoted in decision 27-10 and in definitions?

Can I suppose that back in late 50s or early 60s there was some mechanism in the rules by which a ball could be declared lost?

Yup introduced in 1956 and stopped in 1964. so a rule that existed for 8 years in the middle of the last century continues to have influence today.

No 'deemed' in the Decision 27-10 I've seen (USGA and R&A).

Apparently didn't explain it well enough. Clearly neither ball was (physically) Lost, but from a RofG perspective both were Lost. No need to have the word 'deemed' in either sentence, therefore superfluous.
Or......
As the reader, an implicit 'in this case' would have been appropriate. I didn't think I needed an explicit one!

The ability to Declare a Ball Lost was introduced 1/1/1956; removed 1/1/1964. Excellent Resource AF!

Sorry, not having a good day - 'deemed' not in decision 27-10; only in the definitions to which 27-10 refers
