If the OP is talking about country members then no

But if you are talking about people with full membership but have their home club for HC purposes elsewhere then yes

I'm pretty sure my mates Uncle is/has been involved in Preston GC committees despite his home club being Royal Lytham.

He does play most of his golf at Preston though. But RL looks more impressive on his open entries 😂.

Oh he's a member at Stockport as well - after playing an open there he was that impressed that he walked into the clubhouse and asked for a membership form.

Our main committee only has two sitting on it that have been voted in by the members. Once voted in in they can serve on the committee for 3 years

Any full or 5 day member can stand up for election but would probably have to be very well known to stand a chance if there are more willing to sit than spaces that are vacant.

Sub committee members are co-opted by the person on the main committee responsible for running the meetings e.g handicaps and comps.
