Another ESR query

WHS clearly shows a score differential of 8.3 against a HI of 15.3. But no ESR of -1 applied?

My reading of the rule is that it is 7.0 or greater - i.e. not 'greater than 7.0'. Can anyone confirm or think of a reason why not applied?

The unrounded differential was 8.3485. Is the calculation (I.e. is the difference >= 7.0) done before rounding the differential to one decimal place?

Answer is that the unrounded differential is used in the comparison. This is stated in the Rules of Handicapping, I just missed it. Not clear whether the comparison is with a rounded or unrounded HI.
