At my old club they used to state, on a slip of paper with rules for that particular comp, that you couldn't stand behind or opposite the player putting.
If he holes out, his score counts and that's hole over, so it must be a 2 stroke penalty.As Duncan says. Any penalty incurred by an individual player is only added to the team score if his ball is then selected.
