36 maximum handicap for medals

Has anybody heard of or got a link for EG limiting handicaps to 36 for medals.

EG said yesterday that they will shortly be issuing new/updated rules about limiting handicaps.
However, I can confirm two basics.

Singles stroke play
1) A limit may be applied to restrict entry.
a) In elite competition (eg County Championship or other events qualifying for World Ranking Points say) to maintain a very high standard of entry. eg 2.4 or better.
Clubs must be careful that this does not restrict any club member from playing in Qualifiers. In fact it is not expected that clubs would do this for internal competitions.

b) To restrict prize winners in club Honour Board competitions to 'better' players. In this case Decision 1(j) applies

Dec.1(j) Limitation of handicaps in Qualifying Competitions

Q. May an Affiliated Club impose a limit of handicap to some of their Qualifying Competitions e.g. insist that a player with a Playing Handicap of 27 competes from a handicap of 18?
A. This is contrary to the spirit of the UHS. Players must be allowed to play from their established handicap.
The player must play off full handicap and the correct Playing Handicap must be used when calculating the Competition Scratch Score. The organising Committee may then adjust the scores for the purpose of awarding prizes for the competition.

I have just received a response to the question posed by our lady organiser given to her by the area Authority.

Apparently to go through to certain England Golf competitions by qualifying in a club medal or group of medals. The medal has to be designated as an England Golf medal. It is only these designated medals that the limit applies to.

Ps The limits are 28 for men and 26 for ladies.

The trouble was that all ladies medals have been previously designated as ' England Golf' medals.

It was announced yesterday that this entry limit was being reviewed. The problem being that the comps are run by the Championship Department not the Handicapping Department. The former hadn't spotted the problem (because it seems they are too concerned with 'real' championships  )
For this year, I don't think it will be of great import as anyone going up to 28+ or 36+ is unlikely to be in the frame.
