We ran a comp over 14 holes, with 9,10,11,12 marked as out of play.

Scores are uploaded to WHS ok, but are marked as non counting. Seems this is because the holes out of operation are on both nines. I.e. wold count if 10,11,12,13 were the holes out of operation.

Is that correct as a restriction? Can’t see it in the rules of handicapping.

It's a limitation of the Expected Scores calculation (or it's implementation). In your example, scores for the 9th hole need to be recorded as nett par in order for it to work.

All clubs in England have been advised of this on multiple occasions since Expected Scores was introduced, most recently in EG's Adverse/Extreme Weather Guidance published last month.

I see that this guidance document now has a detailed and summary version, (published 20th October 2025) both of which can be found on the EG website under the WHS Resources section.
Unfortunately under the WHS Handicap Committee Resources section it still shows the December 2024 version of this document.

Yes, I did see that last week (it was sent to clubs on the 15th). I don't think the guidance has actually been changed though (still date stamped September).
However, the interactive summary makes more sense with regards to the question here, and is also consistent with earlier guidance!! (i.e. net par for the 9 with the fewest holes closed, rather than net pars for the front 9)
