WHS - 9 hole General Play score rules

We are contemplating changing our configuration for the winter to try and reduce footfall on the wetter part of the course. Idea is to play 1, 8, 9, then the back nine, followed, if people want to play 18, by the other 6 holes in the order 5, 6, 7, 2, 3, 4.

The two traditional nines are rated for 9 hole scores. I'm trying to understand if members wanting to play 12 holes would be allowed to play 1, 8, 9, then register for a 9 hole acceptable score on the back nine. Or would they register for 18 holes and put 'not played' on the six holes missed out?

If the holes are not put out of play by the committee, players cannot simply choose not to play them - if they have pre-registered to submit at 18-hole score, they have to play all 18. As such, they would be restricted to submitting a 9-hole score for the back 9 if not intending to play holes 2-6.

If I am understanding you correctly players can still play 18 holes if they wish, just in a different order. If this is the case they can put 18 hole general play cards

Rule 2.1 Clarifications:2.1/1 –
Score is Acceptable for Handicap Purposes Even If Holes Have Not Been Played in the Order Set by the Committee Rule 5.1 of the Rules of Golf requires holes in a round to be played in the orders set by either the Committee in charge of the competition or the Committee in charge of the golf course.
However, provided the player has not been disqualified, a score is acceptable for handicap purposes even if the holes in around have not been played in the order set by the Committee.
For example: When the golf course is busy and starting at an alternative hole will allow a quicker pace of play. l When playing holes in a different order will allow more players to complete their rounds, particularly during periods when daylight is limited. If the player has been disqualified, see Rule 2.1b

That is indeed the question, although I am grateful for the clarification that if all holes are available, they must be played if an 18 hole score is pre-registered. I want to ensure that members are correctly informed about their responsibilities should this change be implemented.
 
If the club designates the order as described in the original post, isn't that conforming to the handicap rules?

In my view that would be OK.

The first 3 holes are not part of 'the course' that the score is being submitted on.
'The course' being the back nine when submitting a 9 hole GP round.

Can they register for a 9-hole round on the back nine after playing those first three holes?

As long as they pre register before starting the round on the course they are playing (in this case the back 9) then all is fine. It doesn’t matter how many holes you have played on the other 9 or another course.
